Dear Private Candidate,
The College has been closely monitoring the communication releases from training providers, exam boards, Ofqual and the Joint Council for Qualifications (JCQ) in regards to private candidates who were sitting their exams at a Centre for the exam part only.
Due to all Summer exams being cancelled by the Government in March 2020, the regulatory bodies have now provided clearer and more detailed information explaining that the evidence needed for the predicted grade must fit certain strict requirements. Unfortunately, due to this recent clarification, the strictness has meant that an accurate predicted grade cannot now be provided by Shipley College.
The main reason for this is because the JCQ has asked Centres to ensure that candidates’ knowledge of the subject is tested by staff who teach the subject. This is covered in the additional requirement that “Heads of Centre must be as confident in the centre assessment grades and rank order for private candidates as they are for their other students”.
As the College was facilitating and advertising an exam only service and did not need any subject knowledge in order to do this, unfortunately, the requirements of Ofqual require every Centre to give 100% assurance in both the grading and ranking orders. It is extremely difficult to provide this assurance for Private Candidates who did not directly study and College Senior Management has therefore agreed to provide the options for you detailed below:
A resit of the exam in Autumn 2020 series (but the scope of this still pending Ofqual and Awarding Board consultation) or in Summer 2021.
An option for you to find another Centre that may facilitate you receiving a grade in Summer or transfer to the training institution where the course was studied, if they are able to offer this service. Unfortunately, Shipley College would not be able to help with this.
If you pick Option 1 the College will withdraw the exam entries for this Summer and will make exam entries for you either for the Autumn 2020 series or for Summer 2021. Please note, that this option greatly depends on the outcome of the Ofqual consultation and what the Awarding Boards decide to do.
You will be informed of developments as they happen and would be issued a full refund if we were not able to offer you an exam opportunity in either Autumn 2020 or Summer 2021
Options 2 and 3 will result in your exam entry being withdrawn and a refund being issued from the College in due course.

We are sorry that we have to do this, and I am sure that many of you will be disappointed, but we have to abide by the regulations that have recently been implemented by the Government, Ofqual and the Awarding Bodies.
